What are cookies?
Cookies are small text files that are sent from the website visited by the user on the user's device (usually to the browser), where they are stored so that they can recognize the device at the next visit. In fact, at each subsequent visit, cookies are sent back from the user's device to the site. Cookies can be installed, however, not only by the same site manager visited by the user (first-party cookies), but also by a different site that installs cookies through the first site (third-party cookies) and is in able to recognize them. This happens because on the visited site may be present elements (images, maps, sounds, links to web pages of other domains, etc) that reside on servers other than that of the visited site.
Technical cookies are installed for the sole purpose of "transmitting a communication over an electronic communications network, or to the extent strictly necessary for the provider of an information society service explicitly requested by the subscriber or user to provide such service "(see Article 122, paragraph 1, of Legislative Decree 196/2003 - the so-called Privacy Code - as amended by Legislative Decree 69/2012). They are usually used to allow efficient navigation between pages, to store user preferences, to store information on specific user configurations, to authenticate users, etc.
Technical cookies can be divided into navigation cookies, used in order to record data useful for normal browsing and use of the website on the user's computer (allowing, for example, to remember the preferred size of the page in a list) and cookies functional, which allow the website to remember the choices made by the user in order to optimize the functionality (for example, functional cookies allow the site to remember the specific settings of a user, such as country selection and, if set, the permanent access status). Some of these cookies (called essential or strictly necessary) enable functions without which it would not be possible to perform some operations.
Pursuant to the aforementioned art. 122, co. 1, Privacy Code, the use of technical cookies does not require users' consent. Technical cookies are assimilated (and, therefore, as specified in the Measure, for the relative installation, user consent is not required, nor the additional regulatory requirements) cookies cd. analytics if realized and used directly by the site manager first part (without, therefore, the intervention of third parties) for the purpose of optimization of the same to collect aggregate information on the number of users and how they visit the site itself, as well as cookies analytics made and made available by third parties and used by the first part for statistical purposes only, if, among other things, appropriate tools are adopted to reduce the identifying power of the analytical cookies they use (for example, by masking portions significant numbers of the IP address).
Profiling cookies are used to track user navigation, analyze their behavior for marketing purposes and create profiles on their tastes, habits, choices, etc. in order to transmit targeted advertising messages in relation to the user's interests and in line with the preferences expressed by them in the online navigation. These cookies can be installed on the user's terminal only if this has given its consent with the methods indicated in the Measure. Based on their duration, cookies are distinguished in persistent, which remain stored until their expiration, on the user's device, save removal by the latter, and session, which are not stored permanently on the device of the user and disappear when the browser is closed.
Which cookies are used on the Buona Lombardia website owned by the Lombardy Region? This site makes use of technical cookies, installed by the site in order to monitor the operation of the site and allow efficient navigation on it. These cookies are strictly necessary for the correct operation of the site or to allow the use of the contents and services requested by the user.
This site uses, among the third-party cookies similar to the technical ones, cookies analytics of IBM in order to statistically analyze the accesses or visits to the site itself and allow the owner to improve the structure, navigation logics and content. These cookies, appropriately anonymized (eg IP address masking), allow the collection of aggregate information on the number of users and how they visit the site without being able to identify the individual user. During the navigation on this site, third-party cookies can be installed on the user's terminal.
Regione Lombardia is not aware of the purpose of cookies eventually installed by the aforementioned social networks on the related sites. In order to allow users to know the methods and purposes of the processing of user information by third parties, the following links to the privacy policies and the cookies policy by the third parties involved are reported:
